"Load data" action shoud be available only in the biosqlroot environment

Description

The "Load data" button is always visible in the upper bar:

  • View
  • Edit
  • Rules
  • Sharing
  • History
  • Load data

While it shoul be visible only within a biosqlroot object.

"Load data" tab is visible on all the containers of seqrcord: Biosqldatabase and Folder and derived types.
